Looking for new PC for iRacing

Im looking for a new PC that I can use for iRacing online racing simulator. I want something I can use max settings with great graphics. My budget is around $800. I was looking at newegg and wondering if I should go with a prebuilt gaming PC or if I would be better off building it myself. Im not concerned with brand such as AMD or Intel, just want the best I can buy for the money and something that will last and run great for me. I look forward to responses and if any additional clarification is needed please let me know. Thanks!!

If I go with a custom build then yes I will need an OS. I have an older set of peripherals that Im going to try to reuse.

Thanks. Can I ask why you recommend the Intel Xeon E3-1230 V3 3.3GHz Quad-Core Processor which seems to be for servers verses something like the Intel Core i5-3570K Ivy Bridge 3.4GHz (3.8GHz Turbo) LGA 1155 77W Desktop Processor Intel HD Graphics 4000 BX80637I53570K that appears to be more for gaming? Just wondering as I also want to learn through this process. Thanks!
