i had an very bad malware virus called W32/Sality. it caused, that every game i play or every program i open, it takes up to 50 (!) percent of the cpu, so games like bf3 were running at about 20 FPS on the lowest settings, but when i removed the malware, i got steady 60 FPS on ultra.

Hope i could have helped :)

Of course it can, depending on what it is, it can take up a lot of your CPU processing.
