Memory clock and GPU clock on Nvidia GTX 770 MSI twin frozr drops down and huge FPS drops

I have a GTX 770 and need help when playing a game my memory clock goes randomly from 3500 Mhz to 324Mhz randomly and really drops down performance, the GPU clock drops a little bit asswell and the power consume too, this was mesured with EVGA precision X

temps, cpu and gpu, what powersupply make and model, and what voltage is your 12V rail reading at idle, load and under fault condition.

Sounds to me like the video card is overheating and down clocking to save itself from burning up.

The highest that it's ever been its 71 degrees celsius and I heard that that should be no problem

It's an MSI gtx radeon 770 twin frozr 2 gb custom memory

For CPU I have a AMD FX 8350 4.0 GhZ, eightcore, a tacens valeo 750 w, the processor doesn't go over 60 degrees celsius and the GPU the max that it reaches its 70 degrees
