Windows 8.1 USB Ports not working

I'm running on a Satellite P75-A7200, Windows 8.1 x64. I bought the laptop in late January from bestbuy.

When I turned on my laptop one day, my usb ports weren't working. The laptop was in sleep mode for the night. By not working, I mean if I plug in anything into them, nothing happens.

All the ports are USB 3.0.

I've done everything listed here

Toshiba has a sleep and charge function, where when the laptop is put into sleep mode, the usb ports receive power. This still works.

Any help would be appreciated.

Is it still in warranty? If you've done all those things then you will have "Contact Customer Support, Make a Warranty Claim, or Seek Servicing

If none of these suggestions work, you may have a hardware failure of some sort.

If the problem is with a single accessory, contact that accessory's manufacturer if the manufacturer is not Toshiba or make a warranty claim if it is a Toshiba product.

If the problem is with multiple USB devices and you have a Toshiba computer, please contact Toshiba customer support.
