would a intel core i5-4430 3.0 ghz with a GeForce GTX 750 Ti run watchdogs at high to ultra settings?

Not ultra but maybe from medium to high

The problem is not with the CPU its with the Graphic's card
The I5 will take Watchdogs very well

okay how about the geforce gtx 660 TI? i just want a pc that i wont have to upgrade for a couple years

Ya a 660 could do it on high very well
and about the CPU you could change to an AMD FX-8320 thats better if you want
