The 280 is faster. The 270x is a rebranded 7870 and the 280 is a rebranded 7950.

I would just get the 280. the 280 can be overclocked to even pass the 280x in performance. I really don't know why amd made the non x cards, when really you can get the performance of the x edition cards by just spending a couple of hours on learning how to overclock it and also learning about video card overclocking in general. I remember building my amd based build with two of the 290x video cards and they didn't have that much headroom for overclocking, while the 290 that my friend bought I was about to overclock it a bit past the stock speeds of the 290x. this is true for any r7 or r9 series card, the x cards are just a waste of money. Depending on what you do for a living I always look at it like do more work at your job to afford the card with the higher stock clock rates... or just spend an hour or two learning how to overclock the crap out of the thing. your choice. The x series is just a waste of money .

Iam asking is the toxic R9 270X 2gb better than the 3gb R9 280

The r9 280 is a lot better than the 270x because it is better right out of the box, you can even overclock it to be better than the 280x performance. Just get the 280 out of the box it will be better. Just spend a good hour or two on learning how to overclock, and it will also be better than the 280x stock

R9 280 is more powerful than R9 270X Toxic. Like someone above said, R9 280 is a rebranded Radeon HD 7950 while R9 270X is a rebranded HD 7870 XT. So, get R9 280.

max OC depends on how good your GPU is at OC, it always varies, some are good at OC and other are bad, you'll find out soon. 1200Mhz core clock should be doable, we can tech you how to OC, fairly simple process.
