Whenever I render a video in ok quality ALL 16GB is USED

So I'm recording, rendering, and uploading videos as a hobby/ attempt at starting a career in the entertainment industry and I do gaming. I have absolutely no problem gaming or even recording and gaming my issue is rendering. I've used two big programs for rendering videos Sony Vegas Pro 12 and Premier Pro cs6 and I've encountered the same issue on both platforms whenever I render a video with Decent render settings both programs use up all 16Gb of ram I have my computer becomes unusable and making it impossible to render videos. In windows explorer it says either program only uses 4Gb but my memory usage shoots up to the Higher to mid 90's. I also am plagued with the fact I can't use my graphics card to assist with the render because neither programs can use it on my 4Gb superclocked EVGA GTX 670. So I'm trying to solve two problems here. Why is my memory usage so high? and why is GPU acceleration not available on Premier Pro Cs6 or Vegas Pro 12?

My specs are 4 1080p monitors
EVGA GTX670 4GB superclocked
i7 -2600k @ 4.6GHZ 1.39v 40c
16 (2x8) Patriot Viper Ram @1600mhz
MSI z67 GD65 B3
Corasir 750W PSU

Video render doesn't use much GPU if at all, its all CPU and yes it takes a lot of memory (imo one of the few tasks where 16gb+ RAM might be needed)

I mainly run linux but my guess is Windows is caching a lot in memory while 4GB is "in use" by the programs. This is a good thing keeping what you are rendering in RAM as they are likely to be used again but with the RAM full/near-full it will start swapping things in and out from storage causing the slowdown. I believe Windows system monitor has a page fault rate monitor you can confirm this.
If this is the case, probably more ram would be the solution.
