Radeon 4850 LED D1601 & D1602 on after clearing BIOS with battery reset

My self-built system was running fine.
After turning it on again after 5 months it no longer boots.

At first, the LEDs on the motherboard all turned on, all fans spinned.
After about 20 seconds, the system shutdown, lights off, fans stopped.
2,3 seconds later, all back on. It kept doing that. (CPU heatsink did get hot after a while).
During all of this, there was no beep, nothing on screen.

My initial thought is that there is something wrong with the motherboard.
But there might be problem with the BIOS too, so I took the battery off and put it back in.
(Also took the CPU out and back in)

NOW is the weird part: after doing this
The system no longer shuts down and reboots automatically.
The lights stay on, the fans keep spinning AND
the 2 red lights on the HD 4850 card (marked D1601 and D1602) are on.

Searching on Google shows that one of the light is V12 rail fault. This is extremely unlikely because my power supply is an expensive and very high quality one. (Corsair TX650).
And the D1602 was not on before I cleared the CMOS with battery removal.

There are many sources saying D1602 is for the V12 fault, but I couldn't find any official references from ATI saying anything about it.

Does anybody has any idea what is going on?

Yeah those constant on and off of the motherboard is definitely the power supply being bad. Try asking your friend for a power supply for a few minutes and connect all of the basic things to it like only processor, ram and motherboard and ditch the graphic card and connect the monitor with the on-board display and see if it starts up and go to the OS.

I will try another power supply then, but now (after clearing CMOS)
It no longer turns itself on and off. Just constant on with LEDs and fans (and no booting screen)
