Explorer.exe not working, task manager constantly not responding even when in safe mode

I'm typing this on my phone, so apologies of I make any grammatical mistakes.
I performed a force shut down this morning and ever since then, my computer will boot but explorer.exe will not respond, and if I try to start it through task manager, task manager also stops responding, even when in safe mode. I've tried system restore, but realized I had no restore points, sfc /scan now and chkdsk bring up no errors, and I currently have no backups of my data and no boot USB currently available to use. What can I do now?

You might want to try running sfc /scannow to see if that helps.

"Try these to clear corruption and repair/replace damaged/missing system files.

Start - type this in Search Box -> COMMAND find at top and RIGHT CLICK - RUN AS ADMIN

Enter this at the prompt - sfc /scannow"

@kenrivers when explorer.exe is absent there is no way for me to start up cmd, or cmd as admin, when doing SFC /scannow in safe mode with cmd, it either has no errors, or tells me it can not fix them

I see you have tried a system restore but have you tried a system repair? I should have read your post more carefully as I see you had already tried sfc /scannow. Sorry about that.

@kenrivers that's alright, but unfortunately, I've tried several startup repairs and none of them could detect any problems
