World Of Warcraft Lag? New PC

So i just got a new graphics card i picked up the powercolor r9 270x OC edition and i am getting some really jumpy fps i have the game set to ultra with with 4x multisampling on 1920x1080 resolution the game runs pretty decent stay at 60 fps most of the time unless im in the shrine then it drops to 35-40 when i turn the camera it drops pretty low also and in raids anywhere from 29-60 fps ordos on the other hand is about 19-30 fps

i was also watching the cpu to make sure neither core was getting maxed out and they both where not

i feel like my fps should be a little higher then it is my good friend plays the game with an i7 2600k and a gtx 560ti we both ran fraps and we did a raid and flew around together to check the fps on both systems her fps was always about 10 more then my system she plays on ultra and i have to play on ultra with shadows on high and hers is still higher the r9 270x should be at least 30% faster then the gtx 560ti i am using the i3 4130 compared to her i7 2600k but even still that i7 is only 3% faster in single-threaded applications then mine is so it shouldn't make that much of a difference since when i play i don't run any other type of programs anyways i have tried the new drivers for the card and i am on the new beta driver at the moment witch didn't make any difference i have ran the game with no addons also

any advice?

It's an online game, your FPS are pretty standard for that. If you want to up the rates, turn down shadows, it won't make that much difference in how things looks since you are too busy not dying in raids to see how pretty the shadows are coming off the swords and rocks.

Whats your ping, it might a affect your performance if it is above 300 ms. And are you both playing at the same resolution ? You could be playing on ultra at 1080p whereas she is playing on ultra at 1440*900.

The i3-4130 should be managing much better framerates than that, as should the R9 270X. I can't help, I'm just notifying you that something is truly wrong, and it's not just your CPU or something.
