Sounds as if the hot air isn't being transported efficiently out of your case. What case do you have? How many fans does it feature? Have you dusted it off lately?

Before jumping to conclusions check your fans if they're working and check if there are dust building up in your case. Dust is your worst enemy, it can damage moving components and it helps isolating heat.

Please tell us that you have more fans than what's in the PSU, GPU and CPU. you need more than that nowadays. If you're worried about noise, get the largest fans you can fit into the system. Larger fans tend to make less noise and move more air. If you have no places in your case to install fans, consider a new case.

Other stop-gaps include fan trays that fit into the drive bays to get just a bit more air in, and expansion slot blowers to shove a bit more air out.
