You could have a bitcoin virus. My PC was doing the same during farcry 3 though I have a GTX770. See if your GPU usage is staying high when not in a game using whatever your favorite monitor is (GPU Shark, etc). If it is run a scan using Hitman antivrius. It found the virus i had and I immediately noticed an immense difference.

I don't think it will hurt to do an antivirus scan but it doesn't look like a virus. Maybe your settings are just high on the detail. Usually the virus would keep it up near 98-99%.

Your gpu usage will be lower if you alt-tab out of a game when full screen.
Assassin creed games aren't really optimized for AMD gpus really. I don't think there is any problems with your card.

ok this what just happend gpu shark all the way on the bottom you know how is shows GPU in green color its showing 0.0% then it gave a spike 24% and the max is showing now 69% is that normal ?

Do you have Vsync on? That limits your fps to 60 so you are not pushing your gpu to its max potential

If you're getting more than 60fps, keeping vsync helps to lower screen tearing. Even if you get 75fps, there is no point in getting more than 60fps if your monitor is only 60Hz.
