You can do a lot better. If your PSU has around 500w, you should be able to support anything up to a R9 270, or AMD 7870, or Nvidia 760.

They had one in the States for around $350 I think it was. Granted its a lot more expensive than other 7850s and cards of similar performance, however, it is still the best single slot GPU card on the market and if he doesn't have a price budget then its the best choice. If he does have a price point then you might be right and R7 250x is the best he can go.

guess the point I was trying to make is mid/upper range single slot cards are few and far between. every once in a while somebody will make one ( usually ati/amd ) and you'll see an extremely limited quantity on an e-tailers site for a very short time.... if we're lucky.. why there aren't more I don't know. would be nice./

Yes it would be. Doesn't really make sense. Several cards are viable for low profile, though maybe with a slight drop in clock speed, but not a lot really try to make them.
