It isn't wrong, but static can build up in no time, for example from an act as simple as rolling a few inches in an office-type chair. Remember, it only takes 30V to cause damage, but you won't feel it until it's more like 300V.
a grounded piece of metal yes... Although I never really ground myself when building, However, i do make sure my case and
i are discharged before touching anything. Wearing rubber gloves will also work
If the metal is your PC chassis, yes. You want to equalize the difference in potential between your PC chassis and the components. A non-painted part of the chassis would be best.
If the metal is grounded, it is better/safer for your parts than not using a grounding strap, but the strap truly is the best idea.
