Asus GTX 560 secondary fan can be fixed?

card has been running well for quite sometime, reinstalled OS and the latest driver 2 days ago, then this morning the computer keeps restart, I found out that the secondary fan (the fan on top of the heat sink, maybe a wrong name) is not spinning, I tried to clean it and it spins maybe 100 rpm, was wondering if there is a way to fix it?

the fan on top of GPU is working perfectly though.
 
Solution
Send it in for RMA if its under warranty. It should run at the same speeds as the first, and software adjusts the speeds of both fans at the same time.

ummmmmm from what I seen the fan is failing, sorry I didn't say it clearly, the 2nd fan runs at low speed, but it does not run constantly, it seems like it tend to stop after each or every 2-3 spin, and no I don't think it is under warrenty, has been few years I believe.
 
It should be 3 years, I would check with them, as they should be able to verify.
If you cant get it replaced, keep an eye on your temps, there is no need for a second fan if everything is staying cool enough.

I also got that it was failing, im saying software likely wont help fix it
