Hard drive issues

Ok so I am experiencing some issues with my hard drive. Booting up and logging into windows 8.1 is no problem however when I am in Windows the problems start to occur.
The problems I experience are system hangs and long loading times which I think ate too do with the Hdd.

The active time stays at 100% for ages right now it's been there for 10-15 mins. The average response time has been over 60000ms.
I'm just not sure what to do.

I am system admin, but the checks do not complete SeaTools installation also does not complete as it gets stuck. I am really unsure of what else I can do now.

I do have an external cage however unfortunately I cannot do that, as this drive is my main drive and has the OS installed and it is 1.81TB, the largest drive I own.
I did manage to get the SeaTools installed and ran a SMART Check - Pass, Short Generic - Pass and Short Dive Self Test which resulted in a FAIL; which I immediately bought an SSD. I was suggested to perform a SeaTools for DOS or to send the drive away for replacement, which would you suggest to do?

Last question, when I RMA the drive will they be able to transfer my data to the new drive or will they just send off a new drive to me?

i know wd have a express exchange system then send you the drive you use there software to copy old drive to new one and send the defective on back you will have to check on the seagate link for this but they have a transfer software on the site .
