Pc randomly restart problem

My computer randomly restarts after long(ish) periods of time. The system failure automatically restart option is unchecked, so there is no BSOD. I have run antivirus / malware scans and there is nothing. Some spec information is below.

OS Name:Microsoft Windows XP Home Edition (32bit)
Version: 5.1.2600 Service Pack 3 Build 2600
System Model: Inspiron 530
System Type: X86-based PC
Processor: x86 Family 6 Model 15 Stepping 13 GenuineIntel ~2194 Mhz
BIOS Version/Date: Dell Inc. 1.0.18, 2/24/2009
SMBIOS Version: 2.5
Total Physical Memory 4,096.00 MB
GPU : Radeon 5550
PSU: Basiq 500 watt
Average running temp: 30-40 c, (can spike to 45-50c when gaming)

Also, i have the GPU fan taped (not moving) because it got bent and makes a really loud noise, but i have a small external fan on it at all times (although it does run hot some times).

Could there be a hardware problem or any common errors that i can not think of?

More about randomly restart problem
  1. I would suspect your power supply
  2. How would i go about testing my power supply?
  3. Do you have another known working one you can swap out to check if it works
  4. You can borrow a friends, or use a multimeter to check the output
  5. So the problem is getting really bad. Would a failing psu unit cause frequent restarts? My pc is now restarting like every 10-15 minutes...
