Safe temp for OC'd R9 270x

It goes to 75-80 degrees while playing watching dogs on high. Safe?

Also, what settings for the overclock can you recommend in order to curb the overheating..?

75-80 is good for any GPU. Increase fan speed if you want it a little cooler.

I have the Same card , though i have never OCed it , it reaches 72 on Full Load , considering you have overclocked your card its supposed to heat up more.
Anyways , i'd rather install more fans in the Cabinet and try to increase air flow as much as possible to draw out the heat from the GPU.

No , that will cool your processor.
Try to put / install more fans in your Overall Cabinet including the Front Intake Fans to Bottom Intake (if any)
Right to the Rear Exhaust and Top Exhaust.
This way your channeling the airflow inside your system for a better and safer cooling.
Look for Higher CFM fans as you intake.
There are many fans which are AirFlow oriented.
Alos dont overclock your card anymore further.
You dont want it hitting that 80 Mark.
Invest on some good fans firstly.
