Cannot remove/uninstall Bluetooth headset

I have a Bluetooth headset, a Kinivo BTH220, that I had paired with my computer quite a while ago, maybe 3 months (before the Windows 8.1 Update 1 upgrade, if that's important). I've paired it with multiple other devices, but they all have Bluetooth off and are verified not connected to it. Anyway, the problem: when I try to remove the headset from the Windows 8 settings menu/Devices and Printers menu, it fails. When I try to uninstall it from the Device Manager, it disappears, then I do a Scan for Hardware Changes and it shows up again.

I've combed the internet, came up with nothing, I got into the Services.msc, both the Bluetooth Helper Service and Bluetooth Handsfree Service were not started, so I started them manually, then set the Startup Type to "Automatic (Delayed)", then set the Log On tab to the "Local Service" account, with both blank passwords. I tried removing the headset in Safe Mode, no luck either. Tried re-installed drivers, nothing. Any help would be appreciated, I'm thoroughly stumped. Also, if it's important, it's not actually able to connect to the computer in this stage, and other devices, like my phone, can pair and be removed. It's just this headset that's the problem.

The end goal would be to remove the headset, then pair it again so I can use it again. Thanks for your help!
