hai, please give me the best configuration system for doing web design.. is graphic card needed for a i3 processor for doing wed design? if yes what is the size?

It depends on what things you are working with.
Im also working with graphics and web (+ some graphics & programming), here is my spec:

CPU I5-4590, MB AsRock Z97 Pro4, RAM 16Gb DDR3 1866Mhz, 2x 750Gb HDD, 1x SSD 120GB, Evga GTX 280...

If You are using I3 specs imo: GPU = GTX 750 ti (good, fast, not expansive, do not need additional power), RAM = 8Gb (minimum if You work with graphics design for web), SSD (not needed but all things goes faster with it)
