My computer kept restarting when i shut it down, don't no why, I switched the PSU off before pulling the power lead (cord) out, Now it wont reboot or start-up, there is no power on the MB

i7 3770k CPU,
But there is power on the,
Asus DirectCU II OC GEFORCE GTX 660, (LED LIGHT FLASHES)
I've even tried this on an Asrock Z77 Extreme 4, 1155 Socket,
with CPU and Video Card with same issue (LED Light Flashes) Please help??
