You reach the recommended requirements so you should be able to play it at medium at least. As for high you may want to wait until the game actually comes out.
if you had to upgrade something i would say upgrade the GPU as that is what's closest to the recommended requirements (everything else is well beyond the recommended specs).

These are the current "guess-timates" of system requirements, not much has been said about the games requirements anywhere, Requirements will most likely be released prior or atleast closer to the release of the game itself, but if these were true, which it looks like they could be around these specifications, then no you wouldn't be able to run the game on high graphics though maybe you could push medium. It's mainly just your GPU letting you down, I'd suggest investing in a R9 270+
