Computer Limiting Download Speed

Hello! I have a very serious issue that I need fixed ASAP!

So, heres the issue. My desktop (Lenovo H535) running windows 8.1 seems to be limiting my download speed. I have an integrated Realtek RTL8188CE wireless card, as well as a NetGear WNA3100 N300 usb adapter. (I bought the USB because I thought the wireless card was dying)

I SHOULD be getting around 16 Mbits per second on my AT&T U verse package, I seem to only reach about 5. When I get to around 5 or 5.5 it doesn't go any higher, where as my laptop, literally right next to my desktop, gets the perfect 16 and sometimes even higher.

I have searched everywhere, even here to find a solution to my problem and haven't come across one yet. I have disabled my anti virus, and Firewall (I use bitdefender) and I even disabled the windows firewall to make sure it wasn't interfering. But nothing changed.

ALL drivers are up to date, I just updated all of them before typing this, and still no luck. If you have a solution, or even just some suggestions to help, I would be very grateful to hear them.

I work from my PC, so slow internet is nothing I wish to have.
 
Most likely it is just that your wireless adapters are not that good.
If the wifi antenna is behind the PC it is blocked and wont reach max signal, and usb dongles just cant match the performance of pci-e wireless (either min pci-e cards in laptops or pci-e cards for desktops).

As suggested, try it with wired interent.
Also, where did you test your download speed at, was it speedtest.net?

I can't wire the computer. The stuff is on the other end of the house. BUT, it isn't bad connection, as I tested the NetGear adapter on my laptop, and got around 15~ download. As far as Hardware and stuff goes, I had opened my computer about a week ago, but EVERYTHING is in place, and stuff works fantastically except for the internet. (The Internet problem happened before this)

Yes I have. Both the integrated and USB adapter get maxed out at 5.5 and will not go any higher.

I did forget to mention that the integrated DID work before this all happened, and did recieve around 16 download. Then it just slowed down, thats when I bought the USB adapter, and it doesnt want to speed up any.

So very frustrating.
