GPU suddenly slow

So about a week ago my graphics card started running really slow, for example, skyrim elder scrolls V, the default graphics setter would be on ultra high, but then it set it to high, I tried updating all my drivers, but all of them were up to date.
Even on TF2 where i can max it out no problem, started lagging. What temporarily helps is rolling back to another restore point, but then it starts lagging again once i close steam. Idle is at 96 F. before, it sparsely did it and would fix with time, now it does it constantly. On a side note, this happened completely out of the blue and i have no idea what triggered this conundrum.
Specs:
Win 8.1
12 GB ram
Radeon HD 7700 (sometimes says 7770)
AMD FX 8300
2 TB HDD
500 watt PSU

you are idling at 96c.. O.o you should only be at that temp when under load, and even then that is higher than you want, it sounds like your card is overheating and throttling. Have you cleaned inside your case, i.e dust? Are all of your case fans working? Is the card over clocked? If so maybe go back to stock settings and see if your temps drop at all.

I would scan for viruses.

Check memory usage when you're playing these games.

Actually he said he's idling at 96F (approx 35.5c) so his idle temps are ok. Just have a look at the settings and make sure you havent accidentally underclocked it. Also, if you have another PCI-E slot available on your mobo it might be worth putting your GPU into that slot to make sure it isnt a problem with that slot on the mobo.

I found the answer, apparently i put the catalyst control center at a setting higher than the gpu can handle, and set it to override game, i put it back to default and everything is fine, but many thanks!

It's what we're here for! :)  Just for the future, you might wanna convert your temp reading into Celsius from Fahrenheit to prevent incorrect diagnosis, when we see "Idle at 96" we instantly think overheating :)
