My current PSU is making a whirring noise, which is a real pain.

The rest of my build is completely silent when not under load, howerver the PSU makes this whirring noise, and it's fan can also be heard quite well.

What is it, and can it be stopped or reduced?

My PSU is a 750W Silencer Mk II by PC power and cooling.

That sound is know as coil whine, it is annoying but harmless and to get rid of it you can :

1.Crack open the PSU case and replace the fan with one that is more silent (NOT RECOMMENDED BY ANYONE! )

2. If it is still under warranty contact the manufacturer about a possible RMA

3. If not under warranty purchase a new PSU (by a more reputable manufacturer)
Here's a good list: http://community.newegg.com/eggxpert/computer_hardware/f/135081/t/45344.aspx

(thanks to Someone Somewhere for the link in his Sig ;) )
