Sudden PC failure, motherboard suspect

So, my self-built PC recently decided to stop working, here's the story:

I was playing a game, and went to open up EVGA Precision X, which I use to control fan speeds on my GPU. When I did, the system shut down and restarted itself, after which there was no response from the monitor.

Normally, I'd have deduced a video driver failure, or a graphics card failure. But after switching the input cable from the card to the I/O panel, and even removing the graphics card altogether and pulling/replacing the CMOS battery, there's still no signal.

Some of the USB peripherals power on, my keyboard, headset, and mouse. My network adapter will not, which I have also tried removing as suspect to the problem, to no avail. All of these are plugged into the I/O panel. All of the fans run properly, and there's no indication of overheating (that is, the system stays powered on and does not seem to get progressively worse with each boot).

I'd imagine if it was a RAM, CPU, or HDD issue, there'd at least be a beep code from the motherboard or a POST failure, but there is none.

Prior to this, the PC functioned fine for months, and nothing in the configuration changed.

I'd like some input on whether there's more troubleshooting I can do or if there's anything that I'm missing that indicates this isn't a motherboard failure before I RMA it, as I've read that actual motherboard failures are very uncommon.

Although seemingly unrelated, when I first got this motherboard, it would not properly sleep or hibernate, requiring a force-restart when waking, or hanging indefinitely when ordering a Windows shutdown. I reset the CMOS, and that fixed that issue, but left me wondering if perhaps I got a bad board.

Build:
Motherboard: ASRock Z75 Pro3
CPU: Intel i5 3570K
RAM: 2x4GB Gskill Snipers 1866MHz
HDD: WD Blue 1TB Desktop
GPU: EVGA GTX 670
PSU: Corsair CX600

I don't run any overclocks or overvolts.

Alright, I'll double check everything when I get a bit of time off of work and update my post here. I am fairly convinced that it's the mobo, I've re-read some of the reviews, and some have had similar failures to this as well as failures with the PCI-e slot(s).

Well, I've already tried pulling the CMOS battery a few times, which should have reset the mobo completely if I'm not mistaken, and it made no difference.

And unfortunately, I sent my only other PSU to a friend who had a faulty one recently, which in retrospect, I probably should've got another to have handy for testing.

Update 06/09/14

Got some time off of work and ran a few more tests, noticed a few things:
-The video card fan does not run, all other fans do
-Removing either stick of RAM or changing slots has no effect
-Removing all RAM does cause a beep code, but still no POST/splash-screen
-Windows does not load that I can tell, as the startup audio does not play
-The HDD is seeking/accessing initially as indicated by the case light
-The board is, as far as I can see, intact. No fried transistors, caps, or anything that seems broken

This is about the most troubleshooting I can do. I don't know anyone that has a system I could drop any of my hardware into, and I don't have any spare hardware.

If there's any final input from anyone on this issue, I'd appreciate it greatly before I commit to RMAing or buying a new board.
