Can't Turn Off 360 Wired Controller

My Xbox 360 wired controller turns on when I boot-up after a shutdown. The only way I'm able to turn it off is by entering a game then exiting. Is there not a simpler solution. Vista x64 Home Premium.

NO, anything plugged into pc via usb will always have power. Most newer computers even provide usb power when computer is off. I also use 360 controller for my pc, and if I leave it plugged in all the time even if I turn off my pc my controller is still on. Its just like a xbox 360. If you plug it in its on, you cant turn it off, it just stays on.

the first time you plug it in, the pc will go through instillation and recognision. Then it is registered so if you go into my devices, even unplugged it should show the controller. then when you plug it back in later it may take a second or two while to two communicate, but its just re syncing. And yes, unplugging is how you are supposed to do it.
