Creating two seperate Networks with a Netgear and Apple AirPort router

Through excellent help and support on this sight, I was guided on how to cascade my two (2) routers to create two (2) separate networks, but I am having trouble getting it to work.

I currently have the following components:
Modem: Motorola Surfboard SB6141
WiFi Router #1: Netgear Nighthawk (AC19000)
WiFi Router #2: Apple AirPort Extreme Base Station (5th Generation)

I am ok if the AirPort network is able to access the Netgear network, but I want to make sure that the Netgear cannot access the Airport. As a result, I have the following set up : Modem connected to WAN port on Netgear and then one of the LAN ports on Netgear connected to the WAN port on AirPort (default settings on both routers). Since Netgear and AirPort use different IP addresses, I was not worried about an IP conflict (though maybe I should be). Unfortunately, I was unable to get it to work. However, if I reverse the routers, and put the AirPort router ahead of the Netgear router it works. I saw on another sight, where it was recommended to put the AirPort router first, but am not sure why and wanted to know if there was any way, or anything I can do to get it to work with the Netgear router ahead of the AirPort router.

Yes, I used the Airport Utility to set up the router when it was directly connected to the modem (not much to set up; basically just named the router and set the password), to assure it worked fine. After that, I connected the Netgear router to the modem and then tried to connect the Airport router to the Netgear router (LAN-to-WAN).

I assume the router order should not matter, but thought there may be something to it when I saw an old post for a somewhat similar situation recommended much better luck by putting the Airport first.

Are then any settings established when the router is first connected? Would it make sense to try to reset the Airport router and then try to connect it to the Netgear router?
