Fix my lag? PC

for my online games i seem to have a good connection but i get ping spikes. if i use the ping command "ping google.com -t" it stays around 25ms but randomly jumps to like 200+ ive been asking pretty much everyone about this and no one seems to figure why im having issues. even ping my router and it jumps which it shouldnt because im wired. never had a problem when i was playing on console.

dont see how the gpu would be it pretty much, new cpu is kinda old. thought it was the motherboard. i can however upgrade my my cpu but only to this AMD Phenom II X6 10xxT Six-Core because of the motherboard. i guess if i really wanted to ill have to upgrade both at once then instead of getting a mobo that supports athlon and fx

all games that i have i get great fps so you cant say it doesnt perform well. like cod 4 im running 1080p and get 60fps, but games that are more on cpu like gta 4 AC black flag then yeah i have problems. plus those wouldnt be it if im just pinging my router and the ping jumps to me that i would not know the only thing i can think of is the motherboard.

i now believe its the gateway that comcast has givin us because if i ping the gateway ping jumps but if i plug in the dlink router to my desktop i dont get any ping spikes. to bad i have no idea where the old modem is to really test it. and theres no way to fix the gateway because theres like no settings.

Now that i looked into the pc that is right next to the gateway it may be te ethernet cable itself or something because this computer did not lose ping. sorry for posting like this im just figuring stuff out. is cat5e okay for 25ft ethernet?

its more on windows side i believe not hardware. i ran two programs because my windows firewall was off and couldnt turn it back on(MGtools, combofix) whatever it did it fixed the issue untill i reset my computer. Now im getting response failed pinging my router at times. i feel like i want to do a clean install of windows...
