I Was Planning Doing The Following Build, But Someone said That The Cooling For My CPU Wouldn't Be Enough Is It True?

You are totally bottlenecking that graphics card in most games with that CPU.

It depends on the game, so it's hard to give an average (20%?). A few newer games won't have much bottleneck.

My advice is get the i5-4670K (or i5-4690K). Yes, it's a bit more but it also makes a huge difference at times. If that's too much the i5-4460 is about $185 and would still be better.

CPU cooler:
The "EVO" is okay though I prefer the Noctua NH-U12S as it's much quieter under load.
