Technically yes that PSU will work, it's would provide enough amps, but it's a budget PSU. Corsair describe it on their website as "The Corsair VS650 is a great choice if you’re building a home or office system with lower power demands" which is exactly the opposite of what you are doing. So it would work, but for how long before it failed I can't say. You'd be much better off with a high performance 500 Watt PSU than a budget 650 Watt supply.

Edit: Take a look at Seasonic, XFX, Silverstone Strider, Corsair Builder.

The Asus cards have great coolers. The power requirements between an MSI and Asus 280X will be minimal, they'll be within a few Watts

http://www.hardocp.com/article/2013/11/13/corsair_rm750...
"Overall, the Corsair RM750 was an across the board disappointment as it failed to complete our load testing today. However, if we ignore the fact that the unit failed and look at the tests it did complete we still don’t see a great power supply."

You don't need 750 Watts, your build would probably draw somewhere between 350 to 400 Watts under full load. Something like the Seasonic G-550 would be perfect. Edit: also comes in 650 and 750 Watt models if you prefered.

The Corsair Builder PSUs, including the CX600, get consistently good reviews.

CX series supplies have poor capacitors , aren't meant to run decent cards.
