Formating a hard drive that is corrupted

I have a corrupt Western Digital Caviar Black 2TB Hard Drive that I want to format... Is there any way I can force format it, with any kind of program on a CD... Note that the hard drive is corrupt in such a way that I can't access it anymore, it loops itself endlessly when something tries to read it.. The Windows 7/8 CDs didn't work because of this reason. (They require to check up on the hard drives in order to start the installation program)

no mate you dont want to start the install you need to prepare the drive first.
you should be able to boot the disk and then your give an screen where it will say install/upgrade click that. you should then be presented with a box with all the drives in the system listed regardless of there status. under that you should see a few menu items, you select 1 of the drives (the corrupt 1 in this case) and deleter the primary and system reserved(if available) partitions. this should make the drive raw. you can then create a new partition on that drive and format it (quick if you want) although in this case a full format may be required.
if it doesnt let you get to the second part i mention then its likely the drive is physicaly damaged and...

Ok, the OS cannot start if the drive is installed... If I try and start the windows cd, and click on start installation (or what ever it's called), it's going to be stuck, forever, on a screen that tells me that the computer's preparing the installation. So I cannot even get to the screen where I get to format the drive...

you can if you want and have ahci enabled in bios, remove the drive, boot off the cd, go the the menu as i said earlier then hot plug the drive in, but this comes with a risk. 1s the drive is hot pluged (plugged in while the system is on) it should show up in the drive list i mentioned earlier.
