gaming/work pc for as cheap as possible

Okay guys, I have a really different one for you today. So for my school, next year is bring your own device. I have a laptop but it is 3 years old, and useless for playing almost every game I have. So here is my question, would I be better getting a desktop for gaming and working, and then take my laptop to school and save my files to my desktop via dropbox or something, or get a decent laptop that I can game on and take to school.
Now here is the big catch, I only get 16gb of internet (WiFi, no Ethernet) data a month, so gaming online is a no go. I'm not sure if this makes a difference to the computer, so I might be able to save some money on something there (maybe??). I only want to spend $300-400 (for the desktop, a bit more for the laptop as I wont be using the other one) at the max (I know its not much, but I won't be playing the games at the highest resolution, I'm not really fussed by good graphics). Could you guys recommend anything suitable please and if anything else to do with my computer conundrum pops up, I will let you know.

I went to my local it store today and they gave me a desktop that they said was pretty basic. It was a:
AMD A8-6600k 4.3GHz quad core (R 8570D) FM2 CPU
Kingmax *4G single* DDR3-1600 memory
Asus fm2+,a58,ddr3, 2x dim, 32gb, div,1PCle 3.0, gland, usb3, SATA 3gb/s, mATX
Windows 7 64 bit home premium
Seagate st500dm002 500g sata3 7200rpm hdd
LG gh24nsbo 24x dvdrw
Cougar solution midi tower 500w usb2
Philips 21.5 inch led
All together this adds up to around $873, is this a good price? I am sure I could find a better price on the internet, but if it was only like $100 less including shipping, I would stay local because of the support if anything breaks. Is this a good system or is there anything that would bottleneck, and as I said, I wont be playing games on high resolution.
