Rather Poor Performance On A Beefy System

This system is not the most high-end, it was built on a medium-high budget.

FX 8350 OC to 4.4Ghz

G.Skill 1600mhz 8GB ram

GA-990FXA-UD3 Rev 1.0 mobo

7970HD regular not Ghz

2TB 5200 RPM Western Digital drive

750W PSU

This is not a top of the line system, but most of the components are at the top right now and it seems pretty much with all new games when I put things on ultra my FPS isn't quite high, even with some older games. For example maxing out Arma 3 gives me a very low mid 30 FPS.
 
Stock CPU cooler?

What are your CPU temps while playing Arma? It will use a lot of CPU cores and could be heating your CPU up to throttling temps. You can use HWMonitor from CPUZ to find out.


Updated video drivers lately?

If you don't do a clean uninstall of all AMD video drivers, they can get corrupted. Use the AMD driver clean uninstall utility on AMD's support page.


Checked for a bitmining virus?

Some questionable downloads like the recently leaked Watchdogs torrent are loaded with them. These use a lot of your GPU power and will bog it down even when you are not gaming. What is your GPU usage at idle on the desktop? You can use MSI Afterburner to find out.

Not it's not a stock cooler, the 8350 would fry if I had it at 4.4ghz with the stock. I use the Hyper 212 one fan, the CPU never goes above 45C during the most intense gaming and never even uses more than one core to their full potential, it's rated for 62C by the way.

The CPU idles at the lower twenties mark. My GPU idles at 40 and while gaming can get as hot as 77C. Hardware monitor shows close to 0.0% usage on my CPU and GPU while idle so I don't think it's any bit mining virus. Both of my bridges are idle at around 30-40C.

Also my drivers are updated to the latest AMD 14.6 beta drive.
