Radeon R9 270 won't unclock when idling and using two monitors

I have the following graphics card: "Gigabyte Radeon R9 270 WindForce 2X OC, 2GB GDDR5" and the latest drivers available on the AMD website.

I have two monitors connected to it for desktop use - I always switch to the main monitor for gaming, because they are different sizes etc.

Anyway, my problem is this - when web browsing and other such tasks, when the graphics card in not under load and I'm using both monitors, the GPU Memory won't unlock but it will stay at 1400mhz. If I switch to a single monitor, it will declock to 150mhz. This obviously greatly reduces the temperature of the card.

Is there any solution to this or is this just the fault of bad drivers?

If you dont already have it,get MSI Afterburner

Disclaimer: do not use numeric values shown in screenshots,tailor your clocks for your card.

Use the sliders to set your stock clocks,which should be 1040 core and 1400 memory,click apply(this enables the clocks) then select save then click Profile 1.
Next drop the core and memory sliders to the minimum value,apply then save to profile 2.
Then go into "Settings" and find the "Profiles" Tab in the top right and save your 2d and 3d clocks to the appropriate profiles, like so.

then bypass PowerPlay

Now MSI AB is controlling your clocks which has two large benefits for you; No more Dynamic core clock while gaming(Lower Frame Times) and your memory will...
