Internet keeps timing out...

Hi There,
Last Friday our internet connection started timing out. We would connect then 15 seconds later it would stop and we'd have to re-connect. I thought it was a bad router...nope. We got a new modem from Wave Broadband. That wasn't it. Finally a tech came out on Monday, went to the run screen, typed in "cmd", then, at the end of the line after the ">", he typed in:
tracert 8.8.8.8
This sent a "ping all the way through our router, through the modem, through Wave and all the way from Sacramento to San Jose (Google). It is supposed to do 30 "hops" (pings) with no interruption. At the 12th "hop", it keeps timing out. I think this is either level3 or xo, but can't be sure. Even though the tech can see the issue, Wave (in Seattle, which uses different internet "freeways" says they can't see a problem. I looked up the name of the dns ping right before the time-out. It identified level3. So I called them myself since Wave wasn't. They said they had a bad card issue on Tuesday and were waiting for a new card to be delivered (hopefully by Thursday afternoon).
If it isn't them, then what?

P.S. For all you on Windows 7 they no longer give you the "run" option automatically. You need to go into your Control Panel, left click on the following:
Appearance and Themes
Task Bar and Start Menu
at the top, click on the "Start Menu" tab
click on the "Advanced" tab
bottom right, after "start menu", click on "customize"
then, at the next screen, you have to scroll ALL the way down to find the "run command" box.
Check the box, hit apply and ok all the way out.
Run will now appear along with the other Control Panel options when you click on your start button
