Buying a locked i7 is silly when you can get an Xeon 1230 v2 for so much less.

Watch Dogs has a high system requirement to run games on Ultra; you'll need an utmost top-end system. You can view the system requirements here.

Your RAM is not a problem, it's mainly your CPU. Your GPU however will surfice.

You need an i7-4770 and GTX 780 to run this game in ultra. As stated your GPU maybe able to handle ultra if you upgrade to an i7 or Xeon E3 (preferably an i7.)

You'll get higher frames if you reduce your graphical settings or by reducing your screen resolution. You could look into upgrading your CPU, unfortunately not to an i7-4770 as your 1155 motherboard won't support it. You could look into a i7-3770 or Xeon E3 1230v2. With a CPU upgrade, you should get more frames in Watch Dogs.

And please post in a formally manner, you should check system requirements before throwing a tantrun on this forum. It doesn't interest me (or anyone else I assume, hence why you have no other replies), but if you told me you were frustrated about your situation, I would have more sympathy for you and most likely more responses.

All the best.
