Will 64 bit change it? (Arma3)

Hi everyone. I've got a question to ask.
My friend played Arma 3 during the free weekend. We joined multiplayer and everything was going nice. But after 10 - 15 mins, his FPS dropped to 1 or 2. And it never changed. He restarted the game, joined again. Everything was nice again before 10-15 mins. His FPS dropped massively and made the game unplayable. He changed the display settings but it didnt work. Here are his specs:

Nvidia GeForce GT 430
Intel Core i3
4 GB Ram
Windows 7 - 32 bit OS

I dont think his specs are good but what do you think about his 32 bit OS? Could it be the reason of the issue he had? He is planning to change his OS to 64 bit. Do you think it will work and change something?
 
It isnt the OS, its the entry level hardware hes trying to play it on. The 430 is not a gaming GPU, period. Add 4gb of RAM, AT LEAST a 750 Ti, and itll run better, not great, but playable. With adding 4gb more, he'll need a 64 bit OS to take advantage of the added RAM.
 
He will most likely need a new power supply as well.

If the computer is an OEM (HP, Dell, etc)
From the specs you listed I would guess it is now 3+ years old and the psu is not outputing what it once did, add to the fact that the psu's are not quality efficient psus there is a decent chance it will struggle with the 300watts a 750 ti requires.

If computer is custom built:
Tell us the brand/wattage of the psu.
