is this kind of spiking normal

Hi i have just finished building my first rig it is only a budget build nothing special,but i am not sure if the gpu usage spikes i am getting are normal i have msi r9 270 with the 14.4 driver from amd but i seem to be getting spike on my gpu usage when im not actually doing any thing on my pc and im not sure if this is normal. here is a screen shot of msi afterburner:

This might be a simple question but does your desktop change background? it usually consumes cpu power but the video card produces everything you see so maybe this is the issue.

Also I know it doesn't take THAT much power to change background but maybe your resolution is super high and so is your desktop background and so it makes a high quality blend transition every time. To check, open msi afterburner and then change the desktop background (right click on desktop) then check afterburner and see if there is activity.

Thank you for your reply, no my desktop background does not change its just the one background, i also tried changeing the background but nothing changed in afterburner, my resolution is 1360 by 768 as my new asus monitor does not arrive till tomorrow so i am useing my old one for now

it seems to have stopped now there has not been any movement in the gpu usage for about 15 minutes hopefully whaty ever it was has stopped now
