One Card is Running at 100c and the other 80c which is fine. But wondering how to fix the issue with the other which is not affecting performance just runs hot. The GPU has being Opened/Cleaned/Repasted as i have a good understanding of computer's,would it be a good idea to Oven the Card just encase the GPU needs re-balled, which i have seen people do on YouTube.

no. ovening the card is only good when the card is damaged and a last resort, yours arnt so no need.
i would suggest you change the fan curve so the fans run faster across the temp scale. this should in theory help reduce the overall temps.
but your best bet may be to improve your overall case airflow with higher cfm fans.

If you use crappy thermal paste for your GPU it will do that what paste? I had the same problem after changing my thermal paste on my cards i had to use several different before I got good temps. Another problem you have with dual cards is they need more air the one will blow hot air all over the other. Is your case vented good? If it is not try removing the side panel. I had 2 hd 6870s and could not get them to stay cool it was like running a space heater in my room I ended up getting rid of them because they produced so much heat.

are you repasting stock coolers? (blower units) if so you want pads and paste not just paste coz it sounds to me you have a bad contact somewhere that the paste isnt reaching. for this area use thermal pads. also consider changing the cooler to a good 3rd party 1. i did and it halved my gpu temps. thalough the vrm temps are still pretty high.
