Ok question.
I am a little clueless to watts and such.
If i have a 500w power supply will 2 (let's say) 400w video cards be able to run on that or do they stack?
Would it be independent 400w or 800w?

but that adds another question..what about these "rails" and do i need more than one?

There isn't even a gpu that takes 400w, even the titan z is 375w (700w psu recommended). When they recommend a wattage it's the psu wattage which includes other components so you would not need 1400w for 2x titan z. If it's recommending 400w, it's probably only going to need 600w for cf/sli. If you say your specs, it would be easier to say what you need. http://www.realhardtechx.com/index_archivos/Page362.htm
Two graphics cards in SLI (Crossfire) will need much more than 500 watts PSU.

Each graphics card has a max power wattage and two in SLI are additive.

The 400 watts example that you are mentioning may be the minimum system power required for a particular graphics card. The actual power consumed by the card will usually be lower and you need to add the lower wattage to the system power (400 + 225?) to obtain the new system power requirement.
