my motherboard is a P7P55D and it does have only a sata 2 controller
but i bought a Syba SY-PEX40039 SATA 3 controller and have it plugged it in both the 1x and 16x slots and still cant get it over 200mb/s

i have also read i should be getting faster speeds even with SATA 2

Just use the integrated Intel SATA II controller, usually gives you best performance. The used controller maybe runs with PCIe x1 v1 which only supports 250 MB/s. So your integrated controller is faster. You sill not feel a difference.
