The 8320 is pretty much the best CPU for the price that you pay. Best price/performance ratio on the AMD side. That being said, everything that AMD has to offer is old (8xxx series, 9xxx series is garbage), or incredibly slow in comparison (APUs, A10, A8, etc) to Intel's CPUs.

Intel APUs lol what? AMD makes APUs bud.

I'll edit my post to make clear that I'm talking about AMD's APUs. Since you obviously couldn't get it.

Two CPU's come to mind:

1) X4-760K, about $85? for socket FM2+

2) FX-6300, about $110 for socket AM3+

It also depends what you are doing. Intel CPU's are generally better for gaming but usually only if you have enough budget for the CPU and a good graphics card. For example, if you had only $230 that would only get you the i5-4670K so you'd need to use the iGPU. For the same money you could get an X4-760K and probably a GTX750Ti which would be a better combo (weaker CPU but better graphics; it's about the optimal balance).

Not gaming?
Build something with a basic APU, or just get an inexpensive pre-built computer. APU's (CPU + GPU) have weird issues such as requiring sufficiently fast DDR3 system memory or the GPU can't run at full speed.

Other:
Intel has a 2-core CPU coming that is unlocked and supposedly will cost about $73 USD. If so that plus a value 1150 socket board might be a good platform for many people.

Towards the top is better, toms puts out an article every month and lists the best cpus for the money. Is this for gaming?

Yes, I have a decent processor but I it will be a nice upgrade to change it. I'll check the review out too

I actually like AMD processors, but indeed Intel's are better today, and I think the 9000 series are good. I don't know a lot about CPU but isn't the 9000 series the latest? With the FX-9590 and all?

The 9xxx series CPUs are nothing but overclocked 8xxx series CPUs. Stock TDP for a 9xxx series card is well over 200. They run incredibly hot, and pretty much NEED water cooling.
