Motherboard Weird voltages

Im not sure if these voltages are correct i have been having weird issues with my computer the past few months with random power failures and when i turn the computer back on sometimes the computer will constantly beep i installed a program called speccy to check the voltages and this is what it gave me.
(+3.3v) 2.904v
(+5v) 4.919v
(+12v) 11.760v
(-12v) (8.928v)
(-5v) (8.928v)
+5v High Threshold 2.822v

Some of these voltages seem a bit concerning and i need to know if i need to get a new psu. or motherboard.

I think you are better to buy a new PSU, here is from wikipedia.org : Generally, supply voltages must be within ±5% of their nominal values at all times. The little-used negative supply voltages, however, have a ±10% tolerance. http://en.wikipedia.org/wiki/ATX

For the 3.3V rail, which use for the cpu, is about -12%. It is over limit. Yes, the 5V and 12V do look fine. You should get the PSU that is at least the tier 2 or above. http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html Also check your PSU to see which tier it is in.
