I see the plates for the gts 780 going for $100. I see there is also the cpu and MOSFETs. Is it worth it?

If you're looking for very agressive OC'ing, or want to extend the life of the card by doing so, then yes it's worth it. Yet, if you're not an enthusiast then don't do it. Making custom loops or adjusting things are for the people who like to do it. (That's why you see people that say it's a "pain" is simply because they aren't complete enthusiasts). If you're just going to leave the card at stock or do a minor OC, just go with a non-reference card.

No, fan cooling can be quite as good, for a lot less. If done right, it will be near silent, if that something you fancy. Rubber fan mounts provide that (and higher quality fans from corsair for example). Also the newer GTX cards, such as the 780 are pretty quiet stock. So I suggest not to liquid cool... it is also a huge pain to set up.

I would say Air cooling is better value-for-money definitely with broadly similar results until you hit overclocking, and at a high end. The only graphics cards that need water cooling as standard are the ones that come with it as standard (i.e. r9 295x2), and CPUs again it all depends on if you want to OC and how far you want to take it. I haven't overclocked my CPU yet due to it not being an unlocked K version, and due to not having a z77 mobo (yet), but I have a Cooler Master Hyper 212 EVO installed for when that day does finally come :)

Its worth it if its worth it to you. I had an 8350 that overclocked to 4.7ghz on h110, and single gtx 770. Now I have full custom liquid cooling ($800ish), have my fx 8350 to 5.1ghz, and run sli gtx 770. No heat problems whatsoever. Worth it to me.

Like i said, it depends on what level of overclocking you want to undertake :) for low-mid range OCing Air will probably suffice in most cases (literally and figuratively ;))
