Advice: Webacm with little motion blur?

I'm not sure if this needs to be in the webcam area of the forums or somewhere else, but I am looking for a point in the right direction when it comes to a cheap but decent quality camera that I can use for videos and/or streaming. I'll leave the word "cheap" up to interpretation. The only camera I have now is the Xbox Live Vision camera (lol). It can't keep track of hardly any movement without the image being blurred to oblivion. I am looking for a camera that can adequately keep track of faster motions such as waving my hand, doing drum rolls, or basically anything that is relatively fast. The camera doesn't have to be of god-like quality. I'm not looking for a picture perfect video. The blurring is my main concern. If there is a camera out there that fits the bill and is "cheap" *cough* that'd be great.

EDIT: Also I am trying to figure out a way to suspend said camera looking down at whatever it is I'm doing. I heard one needs stuff like a boom and other components which would cost a fortune in itself. I'm not willing to go that far.

Your basically looking for a camera with a fast shutter speed (in gaming terms, FPS). I would be looking for at least 30Hz, though that general area is fine. Basically go to Best Buy or wherever and make sure to read the back of the box, as it will "hopefully" tell you that kind of stuff there.

How to suspend the camera above you without buying dedicated equipment, its going to come down to how well you can DIY and your specific circumstances. I have a webcam on my rig, literally screwed onto the underside of my over-head shelf, was pretty easy and I actually did as an afterthought to another project because I had the drill right there. Your circumstances might be a lot harder, I cant suggest anything until you describe the scene.
