Try updating the audio driver from the motherboard manufacturer's website.

CPUs don't make any sounds while running; the heatsink fan will rev up or down as needed. If you think the sound originates from the PSU, it is transformer whine also known as transformer humming. This is caused by minute air gaps between the transformer laminations (lams) which in turn is caused by improper 'packeting' of the lams. Usually these transformers (with humming) get rejected on the assembly line.

HI
I had a whine coming from somewhere on the motherboard for some time too, drove me crazy; I read loads on here about coil whine, faulty PSUs, etc, but in the end mine was no more complicated than a dodgy CPU OEM fan.

Best bit of advice I read is to use a rolled up piece of paper as an ear piece to try to isolate it.

Changed the fan...no more whine.
Sanity intact.
