Why would you attach a fast SSD to a slow USB cable?
Can you make the question a little clearer? If you're going to install the SSD internally in the machine, you don't need a USB cable. Are you going to try to use it externally?
Also, if a new drive and a new cable don't work with machine A, we usually say try the new drive with another cable, or the cable with another drive that's known to work. Isolate the parts so we can figure out which one is causing the problem. Driver problems with USB are pretty unlikely; even if USB 3.0 isn't working due to missing drivers the link will run at 2.0 speeds.
