I just bought a dell OptiPlex 755 sff. I plan to upgrade it to play gta 4. It already has a core 2 quad at 2.4ghz which should be good. Im tight on money and im on the fence which card to buy. I only have a 300w psu to work with for now so heres the cards ive seen.

hd 7570 1gb grr5 low profile
NVidia gt 430 1 gb ddr3
NVidia gt 440 1gb ddr3

I did some research and game debate says the hd 7570 is faster.
I only need gta 4 to run on medium settings with low shadows and around 25 -30 draw distance. I would like to play on my flat screen at a resolution of 1366x768 60hz.

I would go with the 7570. But you should measure the length inside the case by the heatsink. If the heatsink\fan on the GPU is towards the back on a medium-long card the heatsinks will hit each other and you will not be able to install it.

Well, I went ahead and ordered a gt 240 ddr5 512mb card. I went for ddr5 over 3 and my settings in gta 4 do not go over 350mb for vram. I seen youtube videos on the card and people show they get 30-50fps on medium high settings so I'm hoping it will run decent. I only have 2gb of ram so that will have to be upgraded too. Everything else is sata with the hdd and dvd drive so things should run okay. I can even upgrade to a 3.1ghz quad if needed. I'm just starting out and I'm trying to run games like GTA 4, Batman arkrum asylum, and some ps2 games through emulation. Nothing really modern as in todays games. I hope the gt 240 can handle that stuff.
