MSI 990FXA-GD80v2 CPU Voltages

I'm looking to increase the FX-9590 CPU voltage to be more stable at higher clocks, but for some reason I'm limited to 1.54V. Why is this? Right after clearing CMOS I can select voltages up to 2V+ (I know anything past 1.6 is unsafe generally), but after detecting the processor I'm limited again.

The reason I want to go past 1.54 is because voltage droops at load run more at 1.47-1.48, which cause instability.

Have already read, does not help. My temps never go above the 50C bracket under load. Also the mobo does not have LLC, making it hard to maintain voltage under load.
 
What's the recommended max Vcore? What cooler have you got on it? What temps are you getting? maybe it's just downclocking because it's getting too hot.

You've got one of the best 990fx mobos. The only one better is the ASRock Fatality 990FX. Yours has 8+2 power phases. The ASRock has 12+2 -for better overclocking voltage control.

I've got a Phanteks PH-TC14PE cooling it, temps idle at high 30's to low 40's, under 100% load it goes to mid 50's. It's confusing because temps aren't really ever an issue, just instability because I can't up the voltage. The max Vcore it's letting me assign is 1.54, I'm wondering why I can't go higher than that.
